Using all the available public data, MPPA's accountant reviewed how Minnesota's three largest HMOs spent premium dollars in 1996: Managed Care Costs: Where Do Minnesota HMOs Spend Our Money? Without consistent definitions and categorization, it is difficult to determine the exact portion of funds spent on patient care. It is clear, however, that much more than the reported 9-12% was spent on administrative overhead. Up to 19%, in some instances, went into a poorly defined "other professional services" category which included the services of chiropractors, attorneys and janitors.
